PURPOSE:To efficiently remove oxide scale sticking to the inside and outside of a steel pipe in a short time by arranging means of concentrically holding the steel pipe between outer and inner electrodes, moving the electrodes and supplying electric current between the electrodes and the steel pipe. CONSTITUTION:An inner electrode 6 of a small diameter is concentrically set in an outer electrode 5 of a large diameter and a steel pipe 4 is concentrically put between the electrodes 5, 6 so as to avoid electrical contact with the electrodes 5, 6. The pipe 4 is supported on the bottom of a pickling bath 2 through plural support stands 8. A truck 110 moving on rails 111 is connected to the outer electrode 5 with a suspending jig 112 and the electrode 5 is moved in the longitudinal direction of the pipe 4 by moving the truck 110. The inner electrode 6 is also moved in the longitudinal direction of the pipe 4 by travelling a tractive rope 122 wound around pulleys 121. A power source 14 is connected to the electrodes 5, 6 and the pipe 4 to supply electric current for electrolytic pickling. Thus, bubbles of gaseous hydrogen can be effective removed and uniform satisfactory descaling can be carried out.
