PURPOSE:To make it possible to collect brake energy into an energy storage mechanism by interlocking the energy storage mechanism with wheels on a side opposite to driving wheels independently of the driving wheels driven by engine power. CONSTITUTION:When a hydraulic pump motor 2f makes pumping action, wheels 2p, 2q are braked, and braking energy applied to them is stored in an energy storage mechanism through the hydraulic pump motor 2f. When braking force due to stored braking energy is gradually strengthened to cause tires on the side of the wheels 2p, 2q to begin slipping beyond their allowable limit on a road surface, and then an engine 1 applys an engine brake to driving wheels 1e, 1d interlocking with the engine 1 independently of the wheels 2p, 2q, the engine brake on the side of the driving wheels 1e, 1d is added to an energy storage brake on the side of the wheels 2p, 2q, and the above-mentioned four wheels are therefore simultaneously braked.
