PURPOSE:To contrive to relieve the burden of maintenance personnel by using a test controller so as to automate operation connecting a digital subscriber line to be tested to a transmission quality measuring instrument such as a bit error rate measuring instrument. CONSTITUTION:In commanding the start of test from an input device such as a subscriber line test board 11 to a test controller 9 while designating digital subscriber lines 4a...4h to conduct the test of transmission quality, the test controller 9 connects the digital subscriber line to be tested to a test drawing line 12 by test drawing sections 50a...50n connected to the digital subscriber line to be tested and a control signal is sent to network terminators 2a...2n via the line 12 and the digital subscriber line to be tested to switch the network terminators 2a...2n into the loopback mode thereby instructing the measurement of the transmission quality to the transmission quality measuring instrument 10. Thus, the man-hour and labor of the operator are relieved.
