A destination terminal equipment is selected to check a terminal equipment management table TX of the relevant terminal equipment group. The number of sets to be registered in a column (b) of an operating number is larger than the count of a calling frequency counter column C, then '1' is incremented to the calling frequency counter to start the transmission to the relevant terminal equipment. When it is decided that the registered number of sets in the operating number column (b) is not larger than the count of the calling frequency counter column C, the other multiple address destination terminal equipment is selected.
