PURPOSE:To perform an appropriate processing work according to a working function or the shape of a reinforcing bar, etc., by fitting a clutch pin to the step part of a piston rod and making the stroke of the piston rod adjustable. CONSTITUTION:In the case of bending a reinforcing bar 18a a knob 47 is rotated by lifting it upwards to fit a check pin 42 into a shallow groove 49 and the lower end of a crank pin 41 is engaged with a 1st step part 43. The tip of the bending reinforcing bar 18a is inserted between a collar and bending roller and a press oil is forcibly fed to a spool valve mechanism 3 by the rotation of a motor. The press oil acts on a piston head 16, a pinion 10a is rotated with the movement of a rack 8a and the reinforcing bar 18a is bent by being wound on the outer periphery of the collar. As said above, during bending the lower end of the clutch pin 41 is slightly approached to a casing main body to increase the moving stroke of a piston rod 8 and during cutting the lower end of the pin 41 is deeply approached to the casing main body to reduce the moving stroke of the piston rod 8.
