PURPOSE:To monitor the abnormality of the generation of a warning signal even when a warning is inhibited from being generated by providing a forcible warning generating means which supplies a warning signal forcibly on a warning and monitoring means. CONSTITUTION:A warning inhibiting means 30 which inhibits the warning signal from being sent at any time is provided between the warning and monitoring means 10 which monitors an abnormal state and inputs the warning signal and the warning and monitoring means 20 which sends out a warning in response to the input warning signal. The forcible warning generating means 40 is provided to supplies the warning signal forcibly to the warning monitoring means 20 when the input state of the warning signal enters a specific state while the warning inhibiting means 30 inhibits the warning signal from being transmitted. Consequently, the abnormal generation of the warning signal by an abnormal state detector can be monitored even when the warning is inhibited from being generated.
