PURPOSE:To detect a charge state of a battery accurately, by measuring a contact operation time until the start of supplying current to a starter motor from the battery following the activation of a magnet switch after a starter switch is turned ON. CONSTITUTION:When a control switch 2 is turned ON, current flows to an excitation coil 12b from a battery 3 to generate a magnetic flux. The magnetic flux works to close a conduction contact 12a and current flows to a driving section 1 to drive it 1. During the period, a first detector section 4 detects that the control switch 2 is turned ON to send an operation switch ON detection signal to a computing section 6. On the outer hand, a second detector section 5 detects that current begins to flow to the conduction contact 12a to send a conduction start detection signal to the computing section 6. The computing section 6 measures a contact operation time unit the conduction start detection signal from the operation switch ON detection signal to perform a computation in comparison with a specified reference time. A charge state of the battery is detected depending on the results of the comparative computation.
