PURPOSE:To control the speed of a moving wheelchair with quick response by using a speed control circuit which changes sequentially the output of a control code to control the speed of an external equipment (wheel chair) based on the phonemic features of the input voices of a speakers. CONSTITUTION:A speed control circuit 11 identifies successively the phonemes uttered by a speaker for designation of a speed and outputs successively the control codes to an external equipment 9 for its moving speed in response to said identified phonemes. Thus the speed of the moving equipment 9 can be changed in an extremely short time so that the equipment 9 can be controlled for its moving speed with high response. As a result, the speaker can change the speed of the moving wheelchair 9 in an extremely short time by changing the voices (phonemes) for speed control.
