PURPOSE:To perform stable control of starting, by a method wherein operation is controlled so that a rotation speed is regulated to a proper value selected according to a static head available during a change in a head. CONSTITUTION:When pumping operation is started based on a demand from a power system, an inlet valve 7 and a guide vane 3 are fully opened, and water around a runner 2 is forcibly pressed down by means of compressed air. The runner 2 is rotated by means of a generator motor 5, and when a rotation speed is increased to a proper rotation speed responding to a static head, the inlet valve 7 is opened, and compressed air around the runner 2 is excluded. The shutoff pressure of a delivery part produced by rotation of the runner 2 is detected by means of pressure sensors 21a and 21b, and when the shutoff pressure is increased to a specified value, a guide vane 3 is motioned in an opening direction. After the opening of the guide vane 3 is increased to a specified value or the load of the generator motor 5 is increased to a specified value, a rotation speed is increased, and the opening of the guide vane 3 is increased to a proper value. This constitution enables execution of stable transfer of no-discharge operation to pumping operation.
