PURPOSE:To simply control output speed of an actuator by providing a clamping pressure portion formed by flexible material in a pipeline. CONSTITUTION:Load 3 such as an arm or the like is connected to an output shaft 2 of a rotary actuator 1. A plate cam 5 is connected to a shaft 4 on non-load side of the output shaft 2. When a solenoid valve 14 is operated to apply pressure to a port A, air pressure at a port C of the rotary actuator 1 is increased so that the output shaft of the rotary actuator 1 is rotated. The compressed air is forced to pass through a clamping portion 9' by a check valve 12. At this time, the clamping portion 9' is pressed to a fixed table 6 by a plate cam 5 connected to the shaft 4, whereby the flow is throttled. Thus, the rotating speed of the output shaft can be controlled.
