PURPOSE:An apparatus for efficiently extracting an alcohol in a liquid to be treated equipped with a reaction apparatus forming a readily decomposable inclusion complex by reacting a specific fluorine-containing isophthalic acid with an alcohol, filtering apparatus and decomposition apparatus of said reaction product and decomposition. CONSTITUTION:(I) An alcohol in a liquid to be treated is reacted with (II) 5- perfluorononenyloxyisophthalic acid. Preferably the alcohol in a liquid to be treated is efficiently extracted using an alcohol extracting apparatus equipped with reaction apparatus A equipped with heating means and cooling means, filtering apparatus for subjecting (III) readily decomposable inclusion complex obtained by the above-mentioned reaction to solid-liquid separation from unreacted I and II, preferably vacuum belt filter B, as necessary equipped drying apparatus for the above-mentioned complex III, preferably fluidized-bed type drying apparatus C and decomposition reaction apparatus for decomposing the above-mentioned complex III to I and II, preferably continuous reaction apparatus D equipped with heating means and pressure means to provide the high-purity or anhydrous alcohol at a low cost.
