PURPOSE:To obtain the title stable emulsion useful as a water repellant, a mold release, a rubber modifier or the like, by emulsion-polymerizing an organosilicon compound selected from two specified compounds with a silicone compound, etc., in water in the presence of a salt type surfactant by using an ion exchange resin. CONSTITUTION:20-80mol.% (in terms of Si atoms) at least one organosilicon compound selected from a compound of formula I (wherein R is H or a monovalent hydrocarbon group, X is a halogen atom, OH, an alkoxy or an acyl) and a compound of formula I (e.g., trimethylhydroxysilane) and 80-20mol.% (in terms of Si atoms) silicon compound of formula III (wherein Y is an alkoxy) and/or partial hydrolyzate thereof (B) are emulsified in water in the presence of 0.1-20wt.%, based on the total of A and B, salt type surfactant (C) (e.g., sodium laurylsulfate). The emulsion polymerization of the formed emulsion is performed by ion-exchanging part or the whole of component C with an ion exchange resin (D) in which strongly acidic sulfonic groups or the like in an amount at least equivalent to component C are attached to, preferably, the skeleton. In this way, the title emulsion comprising 80-20mol.% units of formula IV and 20-80mol.% units of formula V can be obtained.
