PURPOSE:To avoid the misconnection between each system and an external device by using an input/output checking device to check the input/output of a series deciding device which decide the state of each system. CONSTITUTION:A 1st series deciding device A1 decides the state information b1 and b2 on 1st and 2nd on-lines/off-lines outputted from 1st and 2nd systems S1 and S2 respectively. Then a 1st device connection request c1 is delivered to a 1st input/output checking device B1 when the system S1 is equal to an on-line system. A 1st device connection instruction d1 is outputted by the device B1 only when the information b1 is kept under an on-line state and at the same time the request c1 is outputted. Then the system S1 is connected to an external device D via a switch device C when the instruction d1 is outputted. In the same way, the system S2 is connected to the device D when a 2nd device connection instruction d2 is delivered from a 2nd input/output checking device B2.
