PURPOSE:To vertically fix pipes and to prevent leakage of a viscous fluid by filling up a large-diameter pipe with a viscous fluid and fitting a small-diameter pipe therein not to be sealed. CONSTITUTION:The interior of an outside pipe having the base 1 at the lower end thereof is filled up with a viscous fluid 3 of high-polymer material, and spacers 7 are fixed at several places of the outer peripheral surface of an inside pipe 6 having the top surface 5 where small holes 4 are bored at the upper end thereof. When the outside pipe 2 the inside pipe 6 are shifted in the axial direction by vibration or earthquake, shearing resistance of the viscous fluid 3 in a very small gap acts as damping force so that vibration absorbing action occurs. Accordingly, the large and small pipes are not seals, so that fixing is restricted to vertical to prevent leakage of the viscous fluid.
