PURPOSE:To execute centralized control of a charge payment by respectively processing a magnetic card for the payment of a night soil treatment charge and an IC card by a card reader corresponding to a night soil vehicle and similarly communicating with a central processing computer through the reception IC reader/writer of a night soil treatment plant. CONSTITUTION:The magnetic card 12 for the payment of the night soil treatment charge of the respective households 13 issued in a selling and issuing window terminal 10 connected to a cleaning office provided with the central processing computer 2 by a public line 8 is read by the magnetic card reader/ writer 16 mounted on the night soil vehicle and rewritten.
