PURPOSE:To attain ease of handy pickup while the entire device is made small in size and light in weight by providing a lock member supporting an image pickup lens and a photoelectric conversion means freely turnably in the yawing direction incorporatedly and locking them. CONSTITUTION:The image pickup lens 21 and an image pickup element 22 are supported by a lens barrel 23. The lens barrel 23 is made freely turnably in the yawing direction and the angular velocity of the turning is detected by an angular velocity sensor 43. In turning on a lock switch 50, a motor 52 is driven by a control circuit 45 and its torque is transmitted to a lock cam 56 to lock the lens barrel 23.
