PURPOSE:To obtain a high-luminance blue luminescent thin film EL element excellent in color purity by providing a luminescent layer doubly activated with Tm or its compound and Ce or its compound on a luminescent base material mainly made of SrS1-xSex. CONSTITUTION:This EL element is constituted of a glass substrate 1, a transparent electrode 2, an insulating layer 3, a luminescent layer 4, an insulating layer 5, and a back electrode 6, and the luminescent layer 4 is doubly activated with Tm or its compound and Ce or its compound on a luminescent base material mainly made of SrS1-xSex(0<=X<=1). High luminance almost equal to that for the Ce activation alone is maintained and the color purity as the blue luminescence is improved by the interaction based on the intensifying action between both activating agents obtained via the double activation of Ce and Tm on the luminescent base material made of SrS or SrSe or their mixed crystal system. The high-luminance blue luminescence excellent in color purity can be thereby obtained.
