PURPOSE:To eliminate the process of filtering adjustment and to stabilize the characteristic of the titled device by composing the device of the aid of a timing signal generation means, an AD conversion means, a signal output maintenance means consisting of four stages, an average processing means which calculates the mean value of data and outputs the signal, a subtraction means and a chroma component output maintenance means. CONSTITUTION:The timing signal generation means has 1/4 cycle of sub-carrier burst and generates a timing pulse at the phase of zero, 90, 180 and 270 degree of the sub-carrier burst. As the average processing means 5 outputs four digital data signals in the total average of them, they are outputted as converted luminance data by calculating the mean value of a digital-converted color difference signal in one cycle before. The data output maintenance means 7a and 7b of the color difference signal 1 outputs and maintains the color difference only when the phase of the sub-carrier burst whose current values are of the color difference signal I and Q, is zero and 180 degree and 90 and 270 degree. Thus the digital color difference signal I and Q can be obtained.
