PURPOSE:To contrive the improvement of the effective utilization degree of frequencies other than congested communication by enabling a channel in use by other radio equipment to be shared by a separate mobile radio equipment and offering a communication means to a party desiring communication even under the congested communication. CONSTITUTION:A carrier synchronizing section synchronizing with a carrier of a channel used already by other radio equipment making a signal of the same carrier as the carrier of the channel in use and a control/communication signal generating section giving a control signal and a signal to be communicated onto a band other than a band of the channel already in use for the signal transmission being an object of communication are provided on a mobile radio equipment. Moreover, a control/communication signal discrimination section to identify a control signal and a communication signal from the received signal is provided. Thus, a signal from a demodulation section is discriminated by the control/communication signal discrimination section to output the control signal to the control section and the communication signal is sent to a terminal equipment. Moreover, the carrier having a frequency in phase- synchronizing with the carrier of the channel used by other radio equipment is generated by the carrier synchronizing section, said output and the output of the control/communication signal generating section are modulated by the modulation section and sent from the transmission section.
