PURPOSE:To improve a transmission efficiency by allocating a bit, related to a low speed side circuit on a time slot, to an area, inherent in the slow speed side circuit on the time slot. CONSTITUTION:An allocation table 21 on which the time slots corresponding to the total number of the bits transmitted to a high speed side circuit 20 are arrayed, is provided, and the area that the area required to the required bits accompanied with the transmission is removed from the area of the table 21 is divided into the areas of the number of the integer times of the number of the low speed side circuit 10. Then, the bits of a data to be transmitted to the low speed side circuit 10, corresponding to this area, are allocated. Thus, the bits can be densely allocated without producing an overlap due to the allocation, and the transmission efficiency can be improved.
