PURPOSE:To permit a user to keep the secret of a transmission original and to transmit the original on a condition corresponding to an estimate by displaying a range in which an original picture can be transmitted and transmitting the original picture in the displayed range if the user executes transmitting instruction after he pays a rate by which the objective range is transmitted. CONSTITUTION:If the utility rate is paid before transmission, a display control part 17 displays in a display part 18 which range on the original is transmitted based on the data quantity of all picture information which has been read from the original and that corresponding to a paid sum. If the user pays the rate by which the objective range can be transmitted, and transmits and operates, the original picture in the displayed range is transmitted. Since the user operates transmission by himself, he does not need to show the transmission original to a clerk and the secret of a document and the like can be kept. Furthermore, the transmission range of the original at the time of transmission can optionally be set, whereby the document and the like can be transmitted on the condition corresponding to the estimate.
