PURPOSE:To improve the cleaning property by converting the polarity of an electrifying means, allowing a transferred toner adhering to a photosensitive body, to adhere electrostatically to a cleaning carrier having the opposite polarity to said converted polarity and eliminating it from the photosensitive body. CONSTITUTION:When a toner left on a photosensitive body 18 comes to a pre- cleaning charger 28 after the transfer, for instance, a negative charge is applied to the toner by a corona discharge by this charger 28. On the other hand, on a cleaning sleeve 32, a cleaning carrier is carried magnetically, and a magnetic brush by its carrier is formed. When the residual toner given a charge by the re-cleaning charger 28 comes to a cleaning part opposed to the sleeve 32, the residual toner adheres with electrostatic absorbing force and mechanical scavenging force, to the cleaning carrier having a positive charge, on the sleeve 32 to which a bias voltage (reverse to a voltage of light, for instance, positive) is applied, the toner on the photosensitive body is eliminated and cleaning is executed.
