PURPOSE:To roughly decide handwritten characters by selecting these characters written in a designated area like a voting ticket, etc., based on a frame circumscribed to the written characters and the writing density in the frame. CONSTITUTION:For instance, the contents of the writing frame of a voting for are defined as 'YAMAICHI' and 'ICHIYAMA' and shown in dot matrices A and B when said contents are decomposed into picture elements. A large frame is defined as a size circumscribed to the written character and the density of the character written in this large frame is defined as the large frame density. Then a smaller frame is secured within the large frame and the density of the character within this small frame is defined as the small frame density. The size and density of the large frame are compared with the size and density for decision of 'ICHIYAMA' or 'YAMAICHI'. In case the matrices A and B have different sizes from each other, a correction coefficient is used to secure the same size between both matrices. In such a way, the handwritten characters can be roughly decided.
