PURPOSE:To improve the ground by a simplified procedure by providing excavating claws to excavate the ground, a discharge path to discharge a soil improving agent into excavated soil, and excavating claws to mix the soil improving agent and excavated soil by utilizing the excavating force of the excavating claws. CONSTITUTION:A ground improver 3 is attached to the tip of the arm 2 of a power shovel, and a base 13, excavating claws 14, a soil improving agent discharge path 15, and large numbers of stirring claws 16 and 17 fixed to the non-tip part of the excavating claws 14 are provided to the ground improver 3. The ground improver 3 is also designed to be moved like the bucket, and the stirring claws 16 and 17 are inclined by angles alpha and beta to the axis of each excavating claw 14, whereby the device 3 is advanced in soil by the excavation force of the excavating claws 14 and the excavated soil is stirred while being reversed. A milky soil improving agent B is injected from the discharge port 15b into the soil A excavated by the excavating claws 14.
