PURPOSE:To facilitate lateral movement, by providing a vertical specific vertical moving device between a machine body and chain case and keeping wheels in a raised state even when a vertical moving cylinder is under a negative pressure in lifting a maneuvering handle and laterally moving the machine body with the wheels. CONSTITUTION:A chain case for wheels is mounted to a machine body with a shaft so as to vertically move the tip and a vertical moving device having a hand pump 13, a tank 14 and a vertically movable cylinder 15 is provided between the machine body and the chain case. A return passage is provided between the tank 14 and the vertically movable cylinder 15 and oil in a check chamber 21 is enabled to flow in a return check chamber 25 by an adjusting screw 36. Thereby a piston of the vertically movable cylinder 15 is slowly lowered to lower the machine body 1. When a maneuvering handle is lifted to laterally move the machine body 1 with wheels, oil in the tank 14 will not flow in the cylinder 15 even if the cylinder 15 is under a negative pressure and the wheels are lifted with the machine body.
