PURPOSE:To improve a character read rate by making a decision for outputting a candidate character as a correct answer according to character generation frequency. CONSTITUTION:A character pattern of one character is segmented from image data obtained by a photoelectric conversion part 13 and supplied to a recognition part 16. The recognition part 16 compares the segmented character with the contents of a dictionary memory and outputs the character as a correct answer when they coincide. When not, on the other hand, a candidate character group is transferred to a rejection recovery part 17. The rejection recovery part 17 reads the character generation frequency F1 and F2 from the higher-order candidate characters out of a character generation frequency storage memory 18 and performs computation. Consequently, when F1-F2>T, the 1st candidate character is regarded as the correct answer and when F1-F2<=T, a rejection code is outputted.
