PURPOSE:To cut a material to be cut which is continuously fed out in an seam- welded pipe manufacturing line, with a high degree of accuracy by moving a movable blade, relative to a bearing member in association with the engagement between a guide element provided to the movable blade and a guide path on a slider. CONSTITUTION:A drive means composed of a motor 45, gears 46, 47, 44, a crank member 40 and a coupling rod 43 reciprocates a slider 6 along a guide member 4 as a trackway. Further, a drive means composed of the motor 45, gears 46, 47, 54, bevel gears 53, 51, an intermediate shaft 50 and a splined shaft 48, rotates a crank member 17 on the slider by one revolution in association with one reciprocation of the slider 6 so as to revolve a link member 19 and a bearing member while their postures are maintained as they are. While a guide roller for the movable blade engages in a cam groove in a cam plate 32, the movable blade does not move, relative to the bearing member, but while the slider 6 moves in the same direction as that of the running direction of a material 39 to be cut at the same speed as that of the latter, the guide roller engages in a linear part of the cam groove so as to move the movable blade along a female blade 8, thereby it is possible to cut the material 39 to be cut.
