PURPOSE:To make the accuracy of the image data in a target area high by judging whether or not image data applied from an image input means is an image obtained by picking up the target area and controlling a moving means. CONSTITUTION:A means 8 judges whether or not the image data applied from the image input means is the picked-up image of the target area and controls the moving means so that the target area is picked up. The moving means 7 moves up the image input means and also directs the image input means 6 slightly down from the horizontal direction to pick up an image of a far area and the image input means 6 is rotated to the right and left in this state to pickup images of a rightward and a leftward area. Consequently, high- accuracy image data is obtained in a wide area.
