PURPOSE:To stabilize a Y, C separating effect by controlling the delay time of a delay device by a video signal. CONSTITUTION:The signal 26 having a chrominance signal band by a BPF2 is applied to a CCD 3 to remove a noise by an LPF 4 and applied to a blance volume 22 through a phase circuit 5, and then, a signal 30 has only a chrominance signal and a signal 35 has only a luminance signal. Further, in an APC 12, the signal 32 frequency synchronized with the fsc of the video signal is formed, applied to a 4 multiplied circuit 32 to form the clock 33 of the CCD 3. In such a way, the uneveness of the fsc of the video signal is used for the frequency of the APC to form the clock to control the clock of the CCD for 1HDL, so that the constantly stabilized Y, C separating effect can be obtained.
