PURPOSE:To effectively and uniformly execute surface treatment of a hoop material by arranging the pair of fluid supplying cylinders at upper and lower parts to both end openings in a box type apparatus body to form slitting pass line and injecting jetting flow in the apparatus body from the fluid supplying cylinder. CONSTITUTION:One pair of the fluid supplying cylinders 1 at upper and lower parts are respectively arranged to both end openings in the box type apparatus body B, and the slit 2 for introducing and the slit 3 for discharging the hoop material D are formed between the upper and lower fluid supplying cylinders 1 to form the pass line C of the hoop material D. On this fluid supplying cylinder 1, plural jetting flow holes 4 to the pass line C in the apparatus body B are arranged and the jetting flow is injected to the hoop material D running in the apparatus body B at ordinarily about 60 deg. jetting angle theta so as to suitably adjust the jetting flow quantity. Further, an inclining liquid supplying tube 5 is slantingly arranged as crossing the pass line between the fluid supplying cylinders 1 and the jetting flow holes 4 are arranged on the tube 5. By this method, the surface treatment for removing water attached on the hoop material D, for applying lubricating oil on the surface, etc., is effectively executed.
