PURPOSE:To easily understand an accident content by outputting a plurality of defect candidates with accuracy of discriminating accidents when there are the candidates by the discrimination. CONSTITUTION:A power system accident discriminator 2 has a knowledge base 21 and a presumption engine 22, and the base 21 is defined with accident discrimination knowledge 211, and provided with accident accuracy table 212 indicating the occurrence rate of whole accidents. When a protection relay 50S at both ends of a transmission line 'alphabeta line 1L' is broken and the power receiving end of a transmission line 'alphabeta line 2L' is broken by a protection relay 67G, the discriminator 2 receives the state at system state change 1, and discriminates the defect by the knowledge 211 and the engine 22. The accuracy is given by using the table 212 for accident candidates of alphabeta line 1L accident, the multiple accidents of alphabeta line 1L accident and beta bus accident, or multiple accidents of alphabeta line 1L accident and gamma transformer accident, and a discrimination result 3 is output.
