PURPOSE:To recover the state of over discharge without flowing excess reverse charging currents by discriminating an over-discharged and left battery by voltage at the time of reverse charge by minute currents. CONSTITUTION:Currents from a DC power section 1 are fed to a closed type lead accumulator 11 through a current control section 3 and a relay contact 9. Timers 2, 8 are operated at the same time as the start of charge, and a control section 5 flow currents through a relay coil 6 during the operation of the timer 2 and changes over a relay contact 9, and conducts reverse charge by minute currents through the resistor 3. When reaching to a fixed value or more of charging voltage is detected by a voltage detecting section 7 during that time, the control section 5 changes over the relay contact 9 while controlling a current control section 4 and performs normal charge when the timer 2 is turned OFF. When the charging voltage takes the fixed value or less, the accumulator 11 is decided as an over-discharged and left battery, and reverse charge is conducted through the current control section 4 until the timer 8 is turned OFF after the timer 2 is turned OFF.
