PURPOSE:To obtain the titled composition capable of providing films having excellent finishing and rust preventing properties, by containing a rust preventing pigment prepared by coating the surface of fine powdery silicon dioxide, etc., with a specific metal (compound), such as lead. CONSTITUTION:The aimed composition obtained by containing a rust preventing pigment, prepared by coating the surface of fine powdery silicon dioxide and/or silicate with at least one metal selected from lead, chromium, zinc, calcium, magnesium and barium and/or compounds thereof and having <=6.0g/cm<3>, preferably 4.0-6.0g/cm<3> specific gravity.
