PURPOSE:To transfer logging information, etc., accumulated in the file device of the processor of an electronic exchange, etc., to the outside in an on-line state without giving any influences to the servicing state of the exchange, etc., by connecting a data accessing mechanism to the common bus of the processor. CONSTITUTION:A bus interface control circuit 72 makes ordinary readout operations on an aimed disk DK 6 by means of a disk controller DKC 5 through a common bus 3 under the control of a common control circuit 75 and accumulates read out logging information in a data buffer 73. Upon completion of prescribed access, the control circuit 72 releases the common bus 3 and gives the using right of the bus 3 to a CPU 1 side. The logging information accumulated in the data buffer 73 is transferred to a data processing center or other devices through a network by means of a communication protocol control circuit 74 in accordance with an appropriate communication protocol rule. When a bus monitoring circuit 71 detects that the CPU 1 is set to a state change waiting state, an accessing mechanism successively starts access to the disk DK 6 by means of the bus interface controlling circuit 72.
