PURPOSE:To prevent generation of needles so that uniform electrification can be executed in long-term use by coating an org. plasma-polymerized film on the surface of a wire base body the surface of which has electrical conductivity. CONSTITUTION:The org. plasma-polymerized film is coated on the surface of the wire base body 1 at least the surface of which has electrical conductivity. For example, a tungsten wire having 50mum diameter is used as the wire base body 1. This wire is held between both electrodes of a capacity coupled type CVD device and is grounded, then the org. plasma-polymerized film 2 is formed thereon. A capacity coupled type device, induction coupled type device, etc., are usable as the plasma CVD device. The generation of the needles is thereby prevented.
