PURPOSE:To prevent the generation of a compression decoding error by setting a compression decoding frequency higher than a compression encoding frequency, writing a decoding signal and transforming to a normal frequency by a buffer memory for reading for a frame unit with a preset frequency. CONSTITUTION:A decoding frame frequency is set higher than an encoding frame frequency to control a buffer memory 53 to be constantly in the state of an underflow, compare a frame number indicating the time series of input and output data, generate a suppression signal (e) when only the data of below one frame is stored in the buffer memory 53, stop a decoding and thereby prevent the underflow. Then, in a cock generating circuit 59, the output frame pulse (f) of the normal frame frequency is generated to read a buffer memory 58. Then, compression decoding data (c) is distributed to a writing signal and written in the respective frame memories of the buffer memory 58. Then, the written data is alternately read as a reading signal, multiplexed and a decoding signal (k) is reproduced. |
