PURPOSE:To obtain a product whose dispersion in quality is small by taking out prefoamed particles without condensing steam, by making use of heating air having a temperature of heating steam or higher by mixing with the heating steam as a heating medium. CONSTITUTION:A bottom chamber 6 of a foaming tank 1 is provided with supply piping 13 for heating steam and heating air and piping 14 for discharge of drain. A plate fin heater 15 where the steam is used as a heating medium is constituted so that air is sent by a blower 18, and an air quantity (air speed) can be set up automatically by a frequency converter 19 according to a foaming process. Humidity control of heating air due to steam at the time of foaming can be set up according to an opening of a pressure control valve. Such piping are provided with solenoid valves respectively and the valves can be opened or closed according to a process program corresponding to a temperature or time within the foaming tank 1 or the piping. When the particle has attained to a desired foam magnification, air of the normal temperature is blown into the foaming tank 1 and a taking-out port 12 is opened after cooling, the foamed particle is taken out completely by compressed air.
