PURPOSE:To reduce switching noises by shunting output currents from a solar cell by a shunt dissipator while varying a resistance value in response to an output from a sensor and controlling bus voltage. CONSTITUTION:When a battery 3 is charged through a series regulator 10 from a DC power source bus, the charging current value is detected by a resistor 6 for detecting charging currents and a sensor 5 for detecting charging currents, and a signal corresponding to the current value is transmitted over a shunt dissipator (a parallel loss device) 2 and the load resistance value of the shunt dissipator is varied. The rate where excess power generated by solar cells 1 is consumed by the resistance of the shunt dissipator 2 is changed, DC power source bus voltage is controlled so as to be elevated, and charging is continued. The charging circuit does not conduct switching, thus reducing noises.
