PURPOSE:To simplify constitution and to obtain a high-quality color image by executing idle development between a photosensitive body and transfer paper and subjecting the transfer paper to prewetting by the photosensitive body prior to the transfer of a toner image. CONSTITUTION:The photosensitive body 1 is uniformly electrostatically charged in a reversal development system. The idle development is executed in a developing part 13 by grounding a developing electrode or setting the same in a reverse bias state. A developing soln. contg. no toner particles at all is supplied to the photosensitive part 1 and a transfer electric field is impressed on a transfer part 16 so that the soln. is transferred onto the surface of the transfer paper 14. The body 1 is subjected to the idle development in the developing part 13 after destaticization with a destaticizer 6, is subjected to the impression of the transfer electric field in the transfer part 16 so that the uniform prewet film is formed on the transfer paper 14 surface in a normal developing system. The destaticizing electric charging image exposing developing transferring of the toner image of the operation cycle for a 1st color are then carried out and the developing device 13 is replaced with a developing device 13b for the 2nd color; thereafter, the similar operations are carried out with the developing solns. of the respective colors.
