PURPOSE:To prevent the generation of a crossover by forming a catalyst layer by impregnating catalyst paste in an electrode substrate and a matrix layer by filling matrix paste therein. CONSTITUTION:When catalyst paste having low viscosity is applied to an electrode substrate 3 in which no water repellent treatment is conducted, the paste penetrates into the substrate to form a catalyst layer 21. Matrix paste is filled in the catalyst layer 21 to form a matrix paste filled layer 12. Then the matrix paste is applied to the layer 12 to form an electron insulating layer 11. The layers 11 and 12 form a matrix layer 1. The generation of cracks or pinholes is hereby prevented and a crossover can be prevented. |
