PURPOSE:To obtain the title resin composition which can resist to heat deformation even when burnt by, e.g., fire and prevents secondary accidents, etc., by mixing a resin mixture of a chlorinated PVC resin of a total chlorine content >=a specified value and a PVC resin with a softener and a flame-retarding reinforcing material. CONSTITUTION:A chlorinated vinyl chloride is mixed with a vinyl chloride resin so that the total chlorine content may be at least 58.5%. 100pts.wt. obtained resin mixture is mixed with at least 40pts.wt. softener (e.g., dibutyl phthalate or polyurethane elastomer) and at least 20pts.wt. flame-retarding reinforcing material (e.g., calcium carbonate or silicone dioxide) to obtain a flame-retarding resin composition of JISA hardness <=98. The obtained resin composition can leave solid cinders even when it is forcibly burnt by, e.g., fire and is effective to prevent secondary accidents because of the retained holding power of the coating, so that is can be suitably used for gaskets for fire-retarding doors, power cables, etc.
