PURPOSE:To locate a trouble point beyond a branch point, by performing discrimination on the basis of the comparing result of the locating result of the trouble point according to a zero phase current comparing system and the locating result of the trouble point according to an impedance measuring system. CONSTITUTION:A trouble point is set to FB. In this case, each of xA1 calculated by an operation means 16 and xA2 calculated by an operation means 20 becomes larger than lA and a comparing means 17 generates output N1 and an operation means 18 outputs xB1 and an operation means 19 outputs xC1 while a comparing means 21 generates output N2 and an operation means 22 outputs xB2 and an operation means 23 outputs xC2. When operation is performed on the assumption that the trouble point FB is in the vicinity of a terminal B, xB1=lA+lB, xC1=lA+lC, xB2=lA+lB and xC2=lA+lB are formed. Since xB1 is equal to xB2, a locating result becomes x0=lA+lB.
