PURPOSE:To suppress initial reactivity and to produce much more fissionable material, by filling a control pipe with light water at an early stage of combustion and gradually removing the light water during combustion to replace the same with air. CONSTITUTION:A control pipe 22 is inserted in the heavy water decelerating material 14 of a calandria tank 12 and filled with light water 24 at an early stage of combustion. The light water 24 is gradually removed during combustion and replaced with air to control reactivity. As the constitutional material of the control pipe 22, aluminum is desirable and the diameter of the control pipe 22 is desirably made as large as possible. By this constitution, initial reactivity is suppressed and more fissionable material is produced during combustion.
