PURPOSE:To provide an epoxy resin composition excellent both in heat resistance and flame retardance and useful for insulating paints, sealants, molded products, etc., by reacting a trifunctional epoxy compound having a specific structure with a halogenated bisphenol in the presence of a catalyst. CONSTITUTION:This heat-resistant and flame-retardant epoxy resin composition is composed of a halogenated epoxy resin obtained by reacting a trifunctional epoxy compound (A) mentioned below, or a combination of the compound (A) and a difunctional epoxy compound obtained by condensation of a bisphenol and epichlorohydrin with a halogenated bisphenol (B) in the presence of a catalyst. The compound (A) is represented by the formula I. In the formula I, R1 and R2 are each H, a 1-12C alkyl group, an aryl group or a 3-6C cycloalkyl group; R3 is H or a 1-10C alkyl group; n is 0 or 1; Z is a group of the formula II (wherein A is H or a methyl group); and Y is a group of the formula III or IV (wherein R4, R5, R6 and R7 are each independently H or a 1-4C alkyl group).
