PURPOSE:To prevent an accident from expanding by providing a fire sensor in the tunnel of an automobile road and an earthquake sensor nearby the tunnel, and providing a signal, indicators, a display device, etc., in the arrival direction of vehicles from the entrance of the tunnel. CONSTITUTION:The signal 5 illuminates normally in blue unless there is abnormality and the indicators 7 and 8 indicate the maximum speed (e.g. 100km/h) of the road. Then if a fire takes place in the tunnel or of an earthquake occurs and its intensity is larger than a specific value, the fire sensor 3 or earthquake sensor ES sends a sense signal to a controller 4. Consequently, the sensor 4 outputs a control signal 10 to make a specific display on the display device 20, turns the signal 5 from blue to red, and controls the indicators 7 and 8 with a signal from a speed detector S, thereby indicating a speed lower than the normal speed indication. Therefore, if a fire takes place in the tunnel or if an earthquake occurs and its intensity is larger than the specific value, vehicles are made to slow down stepwise and stop in front of the tunnel, thereby preventing an accident from expanding.
