PURPOSE:To obtain the titled composition having excellent foaming properties, capable of providing hair with sufficient flexibility, smoothness and antistatic properties, by blending specific amounts of each specific long-chain quaternary ammonium salt of branched-chain type, long-chain quaternary ammonium salt of mono straight-chain type and fats and oils. CONSTITUTION:(A) 0.1-10wt.% preferably 0.3-3wt.% compound shown by formula I (R1 and R2 are 10-14C alkyl; R3 is 1-3C alkyl; R4 is 1-3C alkyl, hydroxyalkyl or benzyl; X<-> is halogen ion or organic anion) is blended with (B) 0.02-2wt.%, preferably 0.1-1wt.% compound shown by formula II (R6 is 20-30C straight-chain alkyl) and (C) 0.1-30wt.%, preferably 0.5-5wt.% fats and oils, preferably higher alcohol or fatty acid monoglyceride containing 12-26C straight-chain or branched-chain alkyl group or alkenyl group, as essential components to give a formable hair conditioner composition having the above-mentioned effects.
