PURPOSE:To increase the using efficiency of a trunk line by setting a limit at time band and a shared trunk line trunk use number upper limit at every subscriber group and limiting a trunk line origination. CONSTITUTION:When a call occurs from a terminal 1a belonging to a subscriber group A, first, it is decided whether the call requests the extension connection or it requests the trunk line connection. When it is decided that the connection to the trunk line is requested, it is decided whether or not the emptiness is present at an exclusive trunk line trunk 5a in a subscriber group A to which the terminal 1a belongs. When the emptiness is present at the exclusive trunk line trunk 5a, a channel between the terminal 1a and the empty trunk line trunk 5a is formed on a switch network 4 and the call from the terminal 1a is originated to a trunk line 6a. When the exclusive trunk line trunk 5a is wholly closed, the processing of the trunk line origination impossibility is executed and the call from the terminal 1a is originated to the trunk line 6a.
