PURPOSE:To execute communication with an automatic outgoing system, by providing a function capable of sending a voice message in an exchange, and informing a required voice message to the operator of an opposite station or a talker from a voice message generating device at the time of connecting the terminal to the terminal in the exchange operated by the operator or the terminal of manual incoming type. CONSTITUTION:When a DTE31 connected to an automatic outgoing type data terminal equipment DCE41 performs the communication with a DTE41, firstly, a call is issued to a private branch exchange PBX1, via the data line terminating equipment DCE41 by the call of the DTE31. By the call issuing of the DCE41, the PBX11 detects the call by detecting the call issuing. The PBX11 generates a dial request to the DCE41, and the information of the request is sent to the DTE31 via the DTE41. The DCE41, when receiving the dial request, recognizes the fact that an opposite terminal is the DTE34 housed in the PBX12 operated by the operator in advance, and generates an instruction to use a VM6, and after that, performs an automatic outgoing operation by dialing.
