PURPOSE:To allow a practical field to easily accept a control system based on modern control logic or the like by calculating a control parameter of a PID control part so that a manipulated variable determined by the PID control part follows a control input. CONSTITUTION:The control part 1 utilizing a control rule based on modern control logic or the like other than a PID control system determines a control input U* so that an evaluation exponent applied based on the plant measuring data is optimized. A PID parameter determining part 21 determines the control parameter of the control part 22 so that the squarer error of a difference be tween the control unit U* and a control input U of the PID control part 2 is minimized. The control part 22 calculates the control input U for practically operating a plant 3 based on the determined control parameter. Consequently, a manipulated variable calculated by complex logic can be replaced by PID control which can be easily understood by a field engineer and a new control system such as modern control logic can be easily applied to the practical field.
