PURPOSE:To efficiently communicate by providing frame memory storing one picture of a signal recording and reproducing the picture of a video, storing the arbitrary picture of a communicated video signal according to this memory, reproducing the video of the one picture and repeatedly viewing it. CONSTITUTION:When the picture recording is instructed by a picture recording instructing device 7, a communication circuit network control part 6 controls a communication circuit network 1 to output the video signal from a receiving line 2R to a receiver 3 and the frame memory 5. Then, a memory control part 6c is brought the memory 5b into a writing state according to the frame start signal of a reception signal to record one picture. When a reproduction is instructed according to a reproduction instructing device 8, the control part 6a controls the circuit network 1 to connect the receiver 3 to the memory 5 and disconnect the receiver from the line 2R. A codeck control part 6b brings a codeck 5a into a decoding state and the control part 6c reads the memory 5b to shift to a reproducing state. Thereby, the video stored in the frame memory 5 is repeatedly viewed as a still picture on the receiver 3 to execute a communication.
